This position will guide participants across multi-sector services through increased understanding and knowledge of the available resources provided as part of “WNC Recovery to Career” with a focus on the eleven counties in Western North Carolina. The INspire Recovery to Work “WNC Recovery to Career” project is a $1.0+ million, three-year initiative funded by Appalachian Regional Commission (ARC), Dogwood Health Trust (DHT) and Mountain Area Health Education Center (MAHEC). This project will assist individuals with substance use disorders connect with employment, education and training while maintaining sobriety.

Land of Sky Regional Council, based in Asheville, North Carolina and serving Buncombe, Henderson, Madison, and Transylvania counties, works to foster collaborative relationships and champion creative solutions for relevant and emerging issues in our four-county region. We reach across county and municipal borders to provide technical assistance to local governments and administer programs that benefit the region’s communities.
This position requires a four-year degree plus considerable experience in governmental finance, budgeting and accounting or auditing, experience in the management of grant programs, and effective supervisory experience, or an equivalent combination of education and experience. Possession of a CPA license and/or graduate degree is preferred, but not required. Candidates with experience in federal and state program compliance regulations are highly encouraged to apply.

Land of Sky Regional Council is currently seeking an energetic, self-motivated, and detail-oriented candidate for the position of Regional Planner. This position is full-time and has an Environmental focus, particularly in Energy and Alternative Fuels.
The Regional Planner provides professional rural, urban, and regional planning work for members of the COG in programs such as Alternative Fuels/Alternative Fuel Infrastructure, Economic Development Sector Development, Energy, Broadband, and other environmental planning projects. Work includes preparing grants; conducting planning studies and recommendations; analyzing data, ordinances, laws and policies and developing recommendations, evaluating programs and preparing and presenting reports; and providing technical assistance to the local government members. Projects will include developing public private partnerships and working with member local governments to increase awareness about and use of alternative fuels. The employee meets with local and state officials, staff and business interests and designs, coordinates and initiates programs and activities. Activities include annual conferences and workshops, coalition organization and administration, state legislative initiatives and developing and administering state and federally funded projects to develop refueling infrastructure, purchase alternative fuel and alternative fuel vehicles. Work requires thorough knowledge of the planning field and independent judgment and initiative in the performance of duties.
Position includes wide project scope and ability to balance short-term and long-term priorities is necessary. Ability to establish and maintain effective working relationships with staff at the federal, state, regional, local levels and with elected officials. Ability to communicate effectively orally and in writing and to lead various meetings and events, make presentations and answer questions at public or project meetings. Ability to prepare presentations and prepare or coordinate the preparation of charts, maps, graphs and other illustrative materials for communication to elected officials, the public and other stakeholders. Ability to perform a variety of duties including research, drafting plans and reports, grant development and administration, etc. Adaptability to changing priorities and projects desired. Experience in GIS, communications, marketing, graphic design, web design, event planning or logistics preferred.
- Bachelor’s degree in planning, geography, science, engineering or related field required; Master’s degree and AICP a plus. Equivalent combination of education and experience may be considered
- Experience in municipal, county or regional planning preferred but not required
- Ability to communicate with general public, professional staff and elected/appointed officials in oral/written forms
- Requires knowledge in project management, budget management, and supporting software, including the Microsoft and Google suites of software (Outlook, Word, Excel, PowerPoint, Google Drive, Docs, Sheets, etc.)
- Strong oral and written communication, team leadership & management, fiscal tracking, problem solving and customer service

Land of Sky Regional Council’s WestNGN program seeks to contract for a Digital Navigator to help close the digital divide in Buncombe County. The Digital Navigator acts as a resource for individuals or small groups regarding connectivity services information, devices, and foundational digital skills to enable people to become effective internet users. The navigator will work in person and remotely to provide this assistance, depending on what works for each learner. This position is a key component in brining connectivity to citizens and addressing equity issues in Buncombe County.
WestNGN Digital Navigator contract is a part-time limited $20 per hour contract. Work will vary from creating courses based on specific skills (ex. ZOOM usage, basic computer skills, google suite, etc) and working directly one-on-one with individuals.
